That's not a smiley, that's a Japanese character, it's tsu in katakana.

that's a japanese character... my friend made those a bunch of times when she took art class... we didnt know it was a japanese character until i saw it on tv and then i told her... i dont know what it means though... about ur question, ur too vague... can u describe ur question more descriptively?
